Outreach Empowerment Center (OEC), Inc. is a 501(c)(3) nonprofit founded by Shewana Mack in 2006, dedicated to empowering youth, women, seniors, and underserved communities through leadership training, life skills development, mentorship, entrepreneurship, and global awareness initiatives.

OEC exists to inspire individuals to rise beyond limitations, discover their purpose, build confidence, and pursue opportunity.


Core Programs & Initiatives

1. IMAGE: Individual Making Achievement Goals Every Day

A leadership and identity-building program for teen girls that teaches:

  • Confidence

  • Purpose

  • Etiquette

  • Character

  • Self-worth

IMAGE helps young girls see who they can become, not just where they come from.


2. POPS: Prioritizing One’s Potential Successfully

A character and leadership program for teen boys focused on:

  • Responsibility

  • Decision-making

  • Positive male mentorship

  • Goal-setting

  • Personal accountability

POPS gives young men the guidance and support they need to rise into their potential.


3. Toys You Can’t Return

A support program for teen mothers designed to help them:

  • Build stable futures

  • Complete their education

  • Gain parenting and life skills

  • Grow emotionally and spiritually

  • Break generational patterns

The program emphasizes responsibility, healing, and hope.


4. Technology Literacy for Travelers 70+

A senior-friendly initiative teaching older adults how to confidently use travel technology, including:

  • Downloading airline apps

  • Online flight check-in

  • Navigating mobile boarding passes

  • Using airport apps

  • Completing travel forms independently

This training increases independence, reduces anxiety, and promotes safe travel.


5. Women’s Entrepreneurship & Business Ownership Initiative

A program empowering women to start and grow businesses through:

  • Startup workshops

  • Entrepreneurial mindset training

  • Mentorship

  • Real-world business skills

  • Confidence-building tools

This initiative helps women step boldly into financial stability and purpose-driven work.


6. First Passport Stamp Program (Teen Girls)

A global awareness and empowerment program for high-risk and underserved teen girls introducing them to:

  • Vision expansion
